Development overview – April 2025

Like residents across the City, we continue to strongly object to Provincial legislation that does not permit municipalities to establish appropriate planning policies and regulations to ensure appropriate development. The apparent objective of the Province is to create more housing. But few of these applications are being built and the City has approved many more units than its target.

The excessive number of excessive tall building applications for our area are shown in the chart below. Many are for lots that are too small for adequate setbacks and many are for small units and there is no market for these. Luckily there is no indication that they will be built – given the current market and the apparent interest by developers in only creating increased land value, not building. Only two acceptable towers are being built, one at Bretton Place (an application to increase its height was refused at the Committee of Adjustment) and the other, One Delisle. The Amica retirement home is under construction on Avenue Road, still using 2 lanes for construction. Hopefully, the inappropriate applications will be replaced with more appropriate proposals.

Given that we have had major concerns about the wind impacts at grade of tall towers, particularly ones without a podium to break the wind flow down the walls, the City provided a special session with a wind study expert that helped support our concerns and proposed mitigation measures. As well, Councillor Matlow has ensured City approval of a wind study for our area, which hopefully will be undertaken shortly.

Councillor Matlow supports a better approval system. He has recently been appointed to represent the City at the Association of Municipalities of Ontario (AMO), so he can hopefully garner strong support of other municipalities to make the changes needed to ensure municipalities can ensure that appropriate development.
